I think this is the best picture you have posted so far, the lighting is solid and long exposure water shots are always nice to look at. The only thing you could fix though is that it seems to be slightly tilted to the right, which you can fix in photoshop using the Image -> Rotate Canvas -> Arbitrary... function and rotating it counter clockwise by a couple points of a degree, doing so will also require a little bit of a crop as well. Other than that though, great work, you're definitely getting better :) Keep it up.

doing some more with the post processing is needed, converting to greyscale isnt a true b&w conversion and often leaves the image looking very muddy, you need to tweak levels/curves and contrast in photoshop a little bit

']what is neatimage?
it's a noise reduction software.
Thats a very nice photo. I like the black/white. The photo would more exciting when you place your subject out of the middle. Try to use a "Golden ratio" http://en.wikipedia.org/wiki/Golden_ratio.
You can find the "Golden ratio" also in nature. http://en.wikipedia.org/wiki/Image:NautilusCutawayLogarithmicSpiral.jpg
