HELP With Image Upload & Templates

I setup everything as told and I have set up categories which are not showing, templates are not showing and I am trying to upload images which when I do I get these errors;

Warning: move_uploaded_file(../photos/20060808150701_p1010008.jpg): failed to open stream: Permission denied in

Warning: move_uploaded_file(): Unable to move 'C:\WINNT\Temp\php1C6B.tmp' to '../photos/20060808150701_p1010008.jpg' in

Any help would be appreciated.
