Changing Permissions?

when i was trying to change the permissions i dont get the box where i can change the permission to 777. i called my hosting server (godaddy - i have the economy packege) and the guy said i need to upgrade to the next level to be able to change permissions. can anybody help me?

Just checked the godaddy hosting pages and it looks like you have full FTP access with that plan.
