Are there addons or settings to resize photos according to the size of a visitors browser window? It can just send the highest res version, but have the browser scale it down as needed. This is how picasa web albums works and it's really nice. It eliminates the whole guesswork of what size photos to have, people with small screens don't have to scroll and those with big screens can see better resolution.

Similarly picasa web albums will download the "next" image behind the scenes, so it just pops up when you hit next.

Anything like this available? Is it possible? I don't think it's even ajax, just javascript.

It is possible and right now officially there is no such addon about I know there it is :P
If you feel enough strong to code it then it will be really cool to see something like that.

If you are curious... the Lightbox Fullsize addon has this behavior (but only after they opt to view it in lightbox mode, and assuming your files are large enough to stretch to fill the browser). Maybe there's a tricksie way to use lightbox as the "initial impression" and then they click out of it to see all the meta and comments?
