Permissions on Windows server

How on earth do I set the permissions for the images and thumbnails folders on a Windows server? CHMOD doesn't work and it doesn't work just leaving the folders as they are, as pixelpost complains.

As far as I know, the only way to set permissions on a Windows server is to ask the webhost to change them for you.

CHMOD is a Linux/Unix only command that unfortunately doesn't work on Windows.
