Had PP installed before (on some else's domain), but cannot for the life of me install it successfully on my own. Getting this message:
Error: Client does not support authentication protocol requested by server; consider upgrading MySQL client
(http://vhoney.com/photos/admin/install.php)
MySQL database 5.0 , PHP 10.8.11.185 , and PP 1.5 .
Completly new to MySQL/PHP, so please break it down...

That is odd. If you truly do have MySQL 5.0 installed then there is no reason you should be receiving that error.
What version of pixelpost are you trying to install?
1.5 or 1.6 ?
What is PP 5.1?
and PHP 10? I think the latest release is PHP 5.2.3
Something is not right with your server!

The phpAdmin states this:
# Server version: 5.0.41-log
- MySQL client version: 5.0.27
- Protocol version: 10
# Server: 10.8.11.185 via TCP/IP
Meaning to instal Pixelpost 1.5 * (sorry, it was a typo)

Ok, well how about trying to install pixelpost v1.6 and see if you receive these errors. v1.5 is outdated.
Here is the download link,

Done! However the same issue is still there. Just called the GoDaddy customer support. They said since I log in php Admin, the SQL is working fine, so it's not SQL problem..?

Godaddy huh.
Let me check this out as I also use them. It's been a while since ive made a clean install.
I'll report back with my findings soon.

Well my install went without error.
I created a new database using the most recent version GoDaddy offers (5.0.37-log) and I have had zero problems.
Try resetting your MySQL password to something real simple and see if you can connect.

I think I know what the problem is - could it be because I'm on Windows hosting?

That would do it.
You need some sort of "linux" hosting with MySQL and Apache
