Installer can not launch

Hello,
Upon opening the installer for 1.7.0 I get a bold red message stating "introduction not valid", and a page with a bunch of broken fillouts and random code everywhere.

I am on a windows server, but I checked with my server provider to make sure my user has full database privilages.
Any ideas?

Okay, I have fixed my problem, it was a dumb error on my part, I was accessing the installer through my ftp.exampledomain.com instead of www.exampledomain.com
