I have read the wiki and nothing I'm doing is working. I'm sure it's operator error, so I hope someone will offer to help me.
I simply can't get the site loaded. I've done everything I know how to do. The site is www.electro-x.com -- As you can see, the only page that comes up is "this website is coming soon."
Am I making an obvious error or omission?

Is your site brand new?
It looks like it. You'll have to wait for godaddy to get your site up and running first.

Wait a while longer. If you feel like it's taking too long, contact GoDdady.
I would wait at least a full 24hrs though.
Sometimes these things get setup in minutes and other times hours.
Luck of the draw really.

Isn't it the "pixelpost-sample" file (in the includes folder) that I should be changing with database, password, etc changes? Am I missing something here?

You need to change the database, password, etc. in pixelpost-sample.php, but you need to save it as pixelpost.php and upload it to the includes folder on your server.
If the copy you have on the server now is still named pixelpost-sample.php, then the program is unable to read your config info.

You are also missing index.php from your site. Is pixelpost installed in the main public_html directory of your site, or is it in a folder inside that directory?

there is no index.html, index.htm or index.php in the root of your domain, neither an admin/index.php. Since there is this "coming soon" message it looks as if your page is not set up in any way.
Did you already upload the Pixelpost package to your server? Where did you place it there? Into the domain root or in a subfolder?
If you are using v1.7, you don't need to write your pixelpost.php manually, the installation assistant will do that for you (if the CHMOD of your files is set correct, the install assistant will tell you).
So please confirm that your site is set up and activated by your hoster. This will provide you with FTP data or with a web-upload form.
Make sure that you have set up a database too and have your database name and login right at hand.
Upload the whole Pixelpost package up to your server, either directly into the domain root (for direct access via www.electro-x.com) or into a directory named by you, for example "photoblog" (for access via www.electro-x.com/photoblog).
After you have done this, set the permission of images and thumbnails folders to 755 (see here for further information: http://www.pixelpost.org/docs/FAQ/ServerRelated#Chmod )
Open http://www.electro-x.com(/photoblog)/admin in your browser and follow the instructions given there.

If it is still not working after you did those steps, please return here and report exactly what you did.
