How can I change the date format 2004-10-28 to 28-10-2004!?

Do it in your template.
Good question, where do you want it to be changed?
If in the template you can use alternative tags for it.
<IMAGE_DATE_YEAR_FULL> (will print 2004)
<IMAGE_DATE_MONTH> (will print 10)
<IMAGE_DATE_DAY> (will print 28)
So, <IMAGE_DATE_DAY>-<IMAGE_DATE_MONTH>-<IMAGE_DATE_YEAR_FULL> in the template will print out 28-10-2004

this might be a suggestion for the enhancement of the installation-procedure or the options in the admin-area!
I think, your question and the need to define a locale to get the right date - and time - format belong together ..
