Is there a tag or something for recent comments? I want to put recent comments on a homepage. Is there a plug-in or something?

I'd suggest using the Pixelpost provided comment RSS feed.

index.php?x=comment_rss

There are lots of plugins & widgets that can access the rss feed, and turn it into a nice item for your home page.
