BG color based on Image

Hello, I recall there was a template which could alter the colors of given objects based on the colors in the image.

I was wondering about 2 things, first of all what was the name of this addon.

And secondly, is it possible to make this addon display a specific background image based on the photos colors, say forinstance one make 5-6 custom backgrounds, and depending on which one was closest to the colors of the image, that would be applied to the website.
