Database Connection Error: Can't connect to MySQL server on 'localhost' (10061)

I am using godaddy. I cannot figure out what to do. I have tried turning off norton etc.

I did make sure that I am using the correct database host name as godaddy does not use localhost. I am at a complete loss and nothing seems to be working.
