Hacking index.php

Hello! I use a text editor called TextPad which has served me well for years. When I try to open index.php, however, I get an error message to the effect that the file contains characters not part of code page 1252. Is there something in there I need to be careful with? Thanks.

Maybe I can just use Notepad? TextPad seems to do some conversion. How are others here editing index.php?
