to modify the look of how the comments show up, the user needs to modify lines 116 and 118 in /includes/functions.php. the user should be able to modify these things in /templates and not core pixelpost files like /includes.

I sort of agree and disagree. There is a way the user can change the comments and it doesn't require hacking core files.

To modify the look of the comments the user can use the custom_comment addon, found at the url in my sig.

You should never edit core files... Addons are the way to go.
