Comment Add On

I'm working on a new layout where I'd like to show only the latest single comment in one area of the page and then all comments in another area of the page.

Should this be a module or just a single on page query? Can anyone help me with how to best address the most recent comment portion?

as a standard, the tags for comment show all comments

so I suggest to do it as an Addon, should not be too complicated!
