Pop3 & Admin Resize -- a way to marry them?

I haven't been able to find an answer to this problem yet.

When uploading photos via mail, the admin resize does not seem to work. i have resize set to 600px, but the Pop3 bypasses that and simply leaves the image in original size.

is there a way to jig them together?

I've browsed the Pop3 thread and the Admin Resize thread and elsewhere, and while I did see the question asked by a couple, it never seemed to be solved.

Thanks for any help and redirection. I hope i'm just doing something wrong or not doing something right.
