Apply CSS to PHP element?

Howdy,
I'm wondering how to space the navigation arrows on my index page further apart...

I changed my lang-en php file to use the arrows, but I was wondering how to apply padding around each arrow so that they are further apart? I guess I could add " " a bunch of times to the arrows in the language file, but I'm guessing there is a more elegant solution out there.

I'm using a very hacked version of the lightwhitetwo template. When I alter the CSS for the arrows, nothing changes... so I'm guessing the PHP is controlling the style. Is there a way to direct the php to follow the CSS for the arrows?
